This bill modifies Oregon's requirements for community health improvement plans, expanding the collaborative process for developing these strategic documents. Specifically, the bill requires coordinated care organizations (CCOs) to work more closely with local public health authorities, community mental health programs, local planning committees, and hospitals when conducting community health assessments and creating health improvement plans. The bill mandates that these plans serve as the primary regional planning document for health services and operations, and requires the inclusion of any behavioral health plans mandated by law or the Oregon Health Authority. The legislation also directs the Oregon Health Authority to establish rules that align the community health improvement plan requirements with other planning and reporting requirements, such as addressing health inequities, social determinants of health, health technology, payment models, oral health integration, language access, and traditional health worker integration. Additionally, the bill clarifies that including behavioral health plans in the community health improvement plan does not change the responsibility for developing or implementing those plans. These changes will apply to community health improvement plans adopted on or after the effective date of the 2025 Act.
