Initially, the bill applied only to municipalities with populations of 15,000 or more, but a subsequent amendment removes this population limitation, effectively making the restrictions apply to all municipalities. The bill also requires coordination between municipalities and the Department of Transportation when frontage improvements are necessary along state highways, ensuring existing design or engineering plans are considered. The amendments to the bill are set to become operative on January 1, 2031.
