This bill requires the Oregon Investment Council (OIC) and the State Treasurer to take specific actions regarding sustainable investing and carbon emissions reduction in state investments. Specifically, the bill mandates that these entities act reasonably and in alignment with existing state laws to reduce the carbon intensity of the state's investment portfolio, address investment risks related to climate change within the Public Employees Retirement Fund, and work towards achieving net zero carbon emissions in the fund by 2050. The State Treasurer is also required to track and periodically report on the carbon intensity of investments within the fund. Additionally, the bill includes a placeholder for an appropriation of funds from the General Fund to support the implementation of these provisions during the biennium beginning July 1, 2025. The goal of this legislation is to promote more environmentally responsible investment practices and mitigate financial risks associated with climate change in state-managed investment funds.
