This joint resolution proposes an amendment to the Oregon Constitution that would change the quorum requirements for the state's Legislative Assembly. Currently, two-thirds of members must be present to conduct business, but the proposed amendment would lower this threshold to a simple majority (half of the members plus one). This means fewer legislators would need to be present for the legislature to legally proceed with its work. The resolution also maintains existing provisions that allow a smaller number of members to meet, adjourn, and compel attendance of absent members. If a house fails to organize within the first five days, members would still forfeit compensation until organization is achieved.
