This bill allows for the establishment of farm cafes in Lane County on lands zoned for exclusive farm use, with specific detailed requirements. A farm cafe is defined as a restaurant that prepares and serves meals and beverages for on-site consumption, and must meet several stringent conditions: it must be located on a tract of at least 20 acres with at least 15 acres dedicated to farm uses, be at least one mile from any other farm cafe, owned by the farm tract owner, operated primarily within existing farm buildings, have no more than 5,000 square feet of seating, directly accessible from a state highway or county road, prominently promote local farm products, and have no more than 25 parking spaces. The bill requires the Oregon Health Authority to obtain a land use compatibility statement from local government before issuing a license, and grants the authority to suspend or revoke a license if the farm cafe operates inconsistently with land use permit conditions.
