This bill directs the Oregon Department of Fish and Wildlife (ODFW) to manage indigenous salmon and steelhead populations in a watershed as a single, integrated native fish population, regardless of whether the fish are naturally produced or hatchery produced. The bill defines "native fish" and "naturally produced" using existing statutory definitions from ORS 496.430. Under this legislation, ODFW must treat hatchery and naturally produced fish stocks as one population, with a limited exception: the department may manage these populations separately only if strictly necessary to comply with the federal Endangered Species Act. Additionally, if ODFW chooses to manage the populations separately, they are required to submit a report to the legislative committees related to natural resources explaining the reasons for doing so.
