This bill modifies the rules for farm stands on lands zoned for exclusive farm use in Oregon. The bill expands the definition of farm crops or livestock to include fresh, prepared, processed, and converted products. Under the new provisions, a farm stand may be approved on farm-zoned land if its structures are primarily designed to sell farm crops or livestock from the local agricultural area. The farm stand can additionally include retail items, fee-based activities that promote the farm operation, and on-site food and beverage service that features farm products. To conduct fee-based activities, the farm operator must demonstrate that farming remains the primary use of the land and submit a parking and traffic management plan to minimize impacts on neighboring farms. The bill updates existing law to provide more flexibility for farm stands, allowing them to diversify their revenue streams while maintaining the agricultural character of the property. This change aims to support farm economic viability by creating more opportunities for farmers to generate additional income from their agricultural lands.
