This bill allows rural homeowners outside urban growth boundaries to build an additional single-family dwelling on their property specifically for occupancy by certain relatives, with several important restrictions and conditions. The new dwelling can only be constructed if at least one existing single-family dwelling is already on the property, the owner is an individual, and the lot is not in an urban reserve area. The bill limits occupancy primarily to close family members including parents, siblings, children, grandchildren, spouses, and domestic partners. The owner may temporarily rent the dwelling to non-family members for up to 18 months if a family member moves out, after which it must remain vacant until occupied by a qualifying relative. Additional requirements include compliance with wildfire hazard regulations, sanitation standards, and water use restrictions. The dwelling cannot be used for vacation rentals, and the property cannot be subdivided to separate the original and new dwellings. The bill is designed to provide flexibility for rural property owners to house extended family members while maintaining land use and safety regulations. The legislation will take effect 91 days after the adjournment of the 2025 legislative session.
