This bill requires members of education governing bodies (such as school district boards, education service district boards, and public charter school governing bodies) to complete comprehensive training on various legal and ethical topics. The training, which can be conducted in-person or online, must cover key areas including government ethics laws, political activity restrictions, public records and meetings laws, budgeting requirements, child abuse reporting responsibilities, anti-discrimination regulations, and federal education laws like the Individuals with Disabilities Education Act. New board members must complete initial training within 90 days of beginning their term, and all members must undergo refresher training at least once every four years. The State Board of Education will establish training standards by May 1, 2026, and the Department of Education will create and maintain training materials and a list of approved training providers. The training requirements will apply to persons elected or appointed to education governing bodies on or after May 1, 2026, with current board members having the option to voluntarily complete training during their current term. The bill is declared an emergency, meaning it will take effect immediately upon passage.
