This bill establishes protections against immigration status discrimination in rental housing transactions. It prohibits landlords from inquiring about an applicant's or tenant's immigration or citizenship status, except when required by federal housing subsidy programs. Landlords are now permitted to verify an applicant's identity using a wide range of documents, including government-issued IDs, passports, Social Security cards, tax identification numbers, and other forms of identification. The bill explicitly bars landlords from discriminating against applicants, tenants, or household members based on actual or perceived immigration status, and makes it illegal for landlords to threaten to disclose someone's immigration status with the intent to harass or intimidate. Violations of these provisions are considered unlawful practices subject to legal remedies under existing Oregon statutes. Additionally, the bill amends existing rental application laws to prevent landlords from rejecting applications solely because an applicant cannot produce a Social Security number or prove lawful presence in the United States, as long as they provide alternative forms of identification.
