This bill directs the Oregon Department of Administrative Services (DAS) to conduct a comprehensive study of unlicensed school jobs across the state, with the goal of creating standardized job profiles. The DAS will develop detailed job titles and descriptions for unlicensed school positions to promote uniformity across school districts. To accomplish this, the department will form an advisory committee including representatives from the Department of Education, the Coalition of Oregon School Administrators, and the Oregon School Employees Association, with their first meeting to be held by December 1, 2025. The bill requires the DAS to submit an interim report by December 1, 2026, and a final report by July 1, 2027, to the legislative committees related to education. By July 1, 2027, the department must finalize and distribute these job profiles to school districts, the Department of Education, and publish them on the DAS website. The bill allows the department to contract with a third party for assistance and includes a provision that automatically repeals the legislation on January 2, 2028. The bill will take effect 91 days after the 2025 regular legislative session adjourns.
