This bill appropriates $5,000,000 from the General Fund to the Oregon Health Authority (OHA) for local health workforce development activities during the 2025-2027 biennium. The funding will be distributed as grants to three specific organizations: the Oregon Community Health Workers Association ($1,500,000), the Oregon Mobile Integrated Health Coalition ($1,500,000), and the Oregon Coalition of Local Health Officials ($2,000,000). Before receiving funds, each organization must enter into an agreement with OHA specifying how the grants will be used. Allowable uses of the grants include developing workforce training programs, offering scholarships, providing wraparound support services for trainees (such as child care, travel expenses, technology resources, wage stipends, and licensing fees), offering professional development support, supporting employer organizations, and collecting data on program outcomes. The organizations will be required to submit annual reports to OHA detailing the progress of their workforce development activities. The bill will take effect 91 days after the Oregon Legislature's 2025 regular session adjourns sine die (a legal term meaning the final adjournment of a legislative session).
