This bill modifies Oregon's veterans' recognition registration plate program by expanding the types of motor vehicles eligible for these special license plates. Specifically, the bill adds a new vehicle classification (ORS 803.420(c)) to the existing law, allowing more veterans to qualify for these plates. The bill maintains the existing $2.50 surcharge per plate, with proceeds typically going to the Oregon Veterans' Homes trust fund. If a specific veterans' group is represented on the plate, that group can designate an account to receive the net proceeds. For Gold Star Family members (parents, siblings, spouses, or dependents of service members killed in action), the surcharge can be waived if legislative funds are available. The bill also broadens the definition of "sibling" to include whole, half, and adoptive siblings, as well as siblings by marriage or domestic partnership. The Department of Transportation, in consultation with the Director of Veterans' Affairs, will continue to design these plates, which can include specific words or decals representing different veterans' groups. If fewer than 500 sets of a specific veterans' recognition plate are sold or renewed in a year, the department will discontinue production of that plate design.
