This bill directs the Housing and Community Services Department (OHCS) to implement several key housing initiatives. The department will contract with the Housing Development Center to improve affordable housing management by developing training resources, providing capacity-building support, and making grants to nonprofits, tribes, local governments, and housing authorities to enhance property management operations and reduce residential turnover. The bill also requires OHCS to develop a culturally responsive property management services program and establish an affordable housing preservation program that will collect and maintain data on housing at risk of loss, including properties with expiring affordability restrictions and manufactured dwelling parks. The department must identify at-risk housing categories, promote housing stability, and create a strategy framework report to forecast preservation funding needs. The bill appropriates $7.3 million in General Fund money to support these efforts, with the programs set to sunset on June 30, 2027. Recognizing the urgent need for housing support, the bill declares an emergency and will take effect on July 1, 2025, aiming to address housing challenges and support vulnerable populations across Oregon.
