This bill establishes a Task Force on Funding Public Safety to develop a plan for creating a statewide public safety funding authority in Oregon, contingent on the approval of a constitutional amendment (House Joint Resolution 8). The task force will consist of 17 members, including nine voting members appointed by the Governor from various public safety and government entities, four nonvoting legislative members, and four additional nonvoting members representing rural public safety, revenue, county assessors, and fire chiefs. The task force is charged with developing an implementation plan that outlines the proposed funding authority's structure, including a seven to nine-member elected body, a state property tax system, and detailed provisions for tax assessment, collection, and distribution. The plan specifies that tax revenues will be equally divided between funding public safety inside and outside the wildland-urban interface, with 80% allocated to local public safety bodies and 20% to state-level public safety. The task force must submit its implementation plan, including legislative recommendations, by December 15, 2027. Notably, task force members will serve as volunteers without compensation, and the bill will only take effect if the related constitutional amendment is approved by voters in November 2025. The task force and its provisions will be automatically repealed on January 2, 2029.
