This bill establishes a 13-member Task Force on Youth Apprenticeship aimed at comprehensively studying and improving youth apprenticeship programs in Oregon. The task force will include members appointed by the Senate President, House Speaker, and the Commissioner of the Bureau of Labor and Industries, representing diverse stakeholders such as education, labor, employers, students, and social services. The task force is charged with examining key aspects of youth apprenticeship programs, including barriers to implementation, program standards, best practices, coordination across agencies, funding sources, and methods for measuring apprenticeship progress (such as time-based, competency-based, and hybrid approaches). The task force will focus on creating more flexible and accessible apprenticeship opportunities for high school and post-secondary students, with a particular emphasis on programs for youth and young adults aged 18-24. By December 1, 2026, the task force is required to submit a detailed report to legislative committees, which must include evaluations of apprenticeship models, recommendations for addressing implementation barriers, best practices, and an assessment of establishing a statewide youth apprenticeship framework. The task force will sunset on January 2, 2027, and is considered an emergency measure taking effect immediately upon passage.
