AI Summary
This bill creates a collaborative effort between the Department of Consumer and Business Services and the Department of the State Fire Marshal to evaluate and develop recommendations for wildfire risk reduction strategies in Oregon. The departments will work with the State Forestry Department and insurance industry representatives to identify both property-level actions (such as creating defensible space and hardening buildings) and community-level actions (like collaborative neighborhood risk-reduction programs). They are required to submit a comprehensive report by February 2, 2026, to legislative committees, which must include recommendations for improving homeowners insurance availability and affordability, potential insurance discounts for risk mitigation, and detailed information about how insurers currently consider wildfire risk mitigation in their underwriting and rating decisions. The bill includes a provision to protect the confidentiality of insurance-related documents collected during this process and includes a sunset clause that repeals the sections of the bill on January 2, 2027. Recognizing the urgent nature of wildfire risk, the bill declares an emergency and takes effect immediately upon passage, reflecting the state's proactive approach to addressing the growing threat of wildfires and their potential economic and community impact.
