This bill requires the Department of Early Learning and Care (DELC) to prepare child care impact statements for proposed legislation and state measures under specific conditions. When requested by one member from each major political party, the department must create an impartial and easy-to-understand statement that estimates how the proposed legislation or measure would impact child care availability in affected regions of Oregon. The child care impact statement must include the methodologies and assumptions used to develop the estimate. For state measures, the department must file the statement with the Secretary of State well in advance of an election, and the Secretary of State will hold a public hearing to receive suggestions for changes. The statement will then be included in the voters' pamphlet alongside other voter information, ensuring that voters have comprehensive information about how a proposed measure might affect child care services. The bill also requires the Early Learning Council to adopt rules for implementing these new requirements, and these provisions will apply to elections held after November 2026. The goal of this legislation is to provide transparency and help voters and legislators understand the potential child care implications of proposed laws and measures.
