This bill requires recipients of state grant or loan moneys to submit detailed periodic reports to the Legislative Assembly's ways and means committee, including information such as their name, contact details, the amount received, the funding program, a detailed accounting of expenditures, and any unexpended funds. Recipients must submit an initial report within one year of receiving funds and then annual reports until all funds are expended. The bill also mandates that recipients disclose political contributions made in the three years preceding and following the initial distribution of funds, specifically the amount and recipient of those contributions. These reporting requirements do not apply to public bodies (as defined in ORS 174.109) or individual grant/loan recipients. State agencies that distribute these funds must notify recipients of their reporting obligations. The bill defines a "state agency" as any state government entity funded partially or wholly by the State Treasury and defines "political contribution" according to ORS 260.005. The legislation will take effect 91 days after the adjournment of the 2025 regular session of the Eighty-third Legislative Assembly.
