This bill modifies Oregon state law regarding tuition waivers for children, spouses, and surviving spouses of service members and Purple Heart recipients. The bill clarifies and expands provisions for waiving tuition at public universities and Oregon Health and Science University for qualified students. Specifically, the bill ensures that tuition waivers for eligible students cannot be reduced by other forms of financial aid, including federal scholarships, grants, Oregon Opportunity Grants, institutional awards, or Survivors' and Dependents' Educational Assistance. The waiver covers up to four years of credit hours for a bachelor's degree and two years for a master's degree, with some age restrictions for children (must be 23 or younger when applying, with a limited exception for master's degree waivers). To qualify, students must be state residents, admitted to an eligible institution, and meet specific criteria related to their connection to a service member or Purple Heart recipient, such as being a child, spouse, or unremarried surviving spouse of someone who died on active duty, died from a service-connected disability, or is 100 percent disabled due to military service.
