This bill modifies Oregon state law regarding enrollment limits for public universities by establishing that no public university listed in ORS 352.002 can increase its student enrollment by more than five percent from the preceding academic year. If a university receives more applications than this limit allows, it must refer the excess applications to the nearest community college (for in-state applicants) and to specific smaller state universities: Eastern Oregon University, Oregon Institute of Technology, Southern Oregon University, and Western Oregon University. The Higher Education Coordinating Commission will be responsible for creating administrative rules to implement this enrollment restriction.
