This bill allows rural property owners outside urban growth boundaries to construct an additional single-family dwelling or manufactured home on their land for specific family members, subject to several important conditions. Homeowners must already have an existing dwelling on the property that is not subject to nuisance orders, and the new dwelling must meet various safety and environmental regulations, including wildfire risk reduction requirements. The bill restricts the new dwelling's occupancy primarily to close family members, including parents, children, siblings, grandchildren, and grandparents, and their spouses or domestic partners. After an initial 18-month period where the dwelling can be rented to non-family members if a family member moves out, the property must remain vacant until occupied by a qualifying family member. The bill prohibits using the new dwelling for vacation rentals and prevents subdivision of the lot to separate the original and new dwellings. Importantly, the property cannot be within an urban reserve area, and the water and sanitation requirements must be met. The legislation will take effect 91 days after the adjournment of the 2025 regular legislative session, providing a clear timeline for implementation.
