This bill modifies Oregon's laws regarding Integrated Pest Management (IPM) for schools by requiring governing bodies to review and update their IPM plans at least once every five years and make these plans publicly available on their websites. The bill expands the definition of "campus" to include school gardens and mandates that schools develop a list of low-impact pesticides, which must also be posted online. The IPM plan must be a proactive strategy focused on long-term pest prevention that prioritizes student and staff health, protects school buildings and grounds, and maintains a productive learning environment. The plan must emphasize non-chemical pest control measures, allow low-impact pesticides only when non-chemical methods are ineffective, and strictly limit the use of more harmful pesticides to emergency situations. The bill defines low-impact pesticides as those that do not contain pesticide products with warning labels or those classified as potentially carcinogenic by the U.S. Environmental Protection Agency. Schools must also designate an IPM coordinator, provide a process for addressing complaints, and conduct community outreach about their pest management approach. For existing IPM plans, schools must review and update them by January 1, 2027, or within five years of their most recent approval.
