This bill appropriates funds for state capital construction and acquisition projects for a six-year period beginning July 1, 2025, and declares an emergency. * **Oregon Department of Administrative Services:** * Labor and Industries Building Renovation and Seismic Upgrade: $150,000,000 from fees, moneys, or other revenues (excluding lottery and federal funds). * Deferred Maintenance Projects: $15,500,000 from fees, moneys, or other revenues (excluding lottery and federal funds). * Building Automation System: $5,000,000 from fees, moneys, or other revenues (excluding lottery and federal funds). * **Housing and Community Services Department:** * Local Innovation and Fast Track (LIFT) Affordable Rental Housing Program: $465,000,000 from fees, moneys, or other revenues (excluding lottery and federal funds). * Local Innovation and Fast Track (LIFT) Homeownership Program: $100,000,000 from fees, moneys, or other revenues (excluding lottery and federal funds). * Permanent Supportive Housing Program: $80,000,000 from fees, moneys, or other revenues (excluding lottery and federal funds). * **Oregon Military Department:** * Boardman Multipurpose Machine Gun Range: $13,000,000 from federal funds. * Linn County Readiness Center: $28,000,000 from federal funds. * Medford Field Maintenance Shop: $6,600,000 from fees, moneys, or other revenues (excluding lottery and federal funds). * **Department of Corrections:** * Capital Improvement and Renewal: $50,000,000 from fees, moneys, or other revenues (excluding lottery and federal funds). * Wireless Communication System: $12,900,000 from fees, moneys, or other revenues (excluding lottery and federal funds). * **State Forestry Department:** * Veneta Campus Remodel: $10,705,053 from fees, moneys, or other revenues (excluding lottery and federal funds). * Toledo Facility Replacement, Phase III: $6,000,000 from fees, moneys, or other revenues (excluding lottery and federal funds). * **State Department of Fish and Wildlife:** * Capital Improvements, Hatchery Facilities: $20,000,000 from fees, moneys, or other revenues (excluding lottery and federal funds). * **Higher Education Coordinating Commission:** * Expenditures for public university projects from state bonds: $449,447,853 from fees, moneys, or other revenues (excluding lottery and federal funds). * Expenditures for community college projects from state bonds: $20,000,000 from fees, moneys, or other revenues (excluding lottery and federal funds). * **Oregon Department of Aviation:** * Mulino State Airport Runway: $2,974,132 from federal funds. * Oakridge Airport Runway: $2,630,000 from fees, moneys, or other revenues (excluding lottery and federal funds). All project approvals and expenditure limitations in this bill expire on June 30, 2031, unless otherwise specified. The bill also extends expiration dates for certain previously authorized projects.
