This bill amends Oregon Revised Statute (ORS) 327.222 to establish a more structured intensive program for school districts with the highest needs. The bill directs the State Board of Education to develop specific criteria for identifying and selecting school districts to participate in the program, which must consider performance outcomes and financial stability through various audit methods. The bill mandates that selected districts participate in the program for at least four years and are eligible for additional funding from the Statewide Education Initiatives Account, calculated based on the district's Average Daily Membership Weighted (ADMw). Participating districts must commit to regular student success plan meetings, use data to track student progress, provide professional development, create inclusive learning environments, and improve school practices and board skills. The Department of Education will establish student success teams composed of experts who will advise districts on performance improvement, develop recommendations for growth targets, and provide guidance. School districts must either accept or carefully consider these recommendations and publicly report on which recommendations they will implement, creating transparency for the school district community. Notably, the bill explicitly prohibits public charter schools from participating in this intensive program.
