This bill directs the Oregon Department of Energy (ODOE) to conduct a comprehensive study on nuclear energy, including small modular reactors, exploring various critical aspects such as potential advantages and disadvantages, feasibility of constructing nuclear power plants in Oregon, economic and workforce development impacts, safety considerations, nuclear waste storage and disposal challenges, energy grid compatibility, and long-term potential for nuclear technologies like fusion and thorium-based reactors. The department is required to consult with the Public Utility Commission and the Pacific Northwest Electric Power and Conservation Planning Council, and must actively engage with federally recognized Indian tribes in Oregon, ensuring direct written contact and providing reasonable time for tribal governments to offer input. The study will examine complex factors including project lifecycle costs, environmental and health risks, grid load requirements, and strategies for overcoming development challenges. ODOE must submit a detailed report to the House of Representatives' interim committee on climate, energy, and environment by January 31, 2027, with the potential to include legislative recommendations, and the bill itself will automatically expire on January 2, 2028.
