The analysis must cover multiple critical areas including the impacts of climate change on crop production, labor challenges, regulatory burdens, comparative advantages of agricultural sectors in other states, specialty crop opportunities, local food markets, technological advancements, agricultural infrastructure efficiency, climate-smart practices, global market changes, and foreign investment in agricultural land. The department must seek input from diverse stakeholders like Indian tribes, farmers of various scales, farmworkers, and academic experts. The report should include recommendations for a strategic roadmap to enhance Oregon's agricultural competitiveness. The state government agencies are required to assist the department in this analysis, and the department may contract external help to complete the study. The requirement will automatically expire on January 2, 2027, and the bill will take effect 91 days after the 2025 legislative session adjourns.
