This bill addresses regulations for small forestland owners by allowing them to harvest trees that were previously planted to meet reforestation requirements, even if doing so would normally conflict with existing reforestation rules. Specifically, the bill permits small forestland owners (as defined in Oregon Revised Statute 477.748) to cut trees they planted on or before the effective date of the 2025 Act, which were originally planted to comply with reforestation requirements under ORS 527.610 to 527.770. After harvesting these trees, the standard reforestation requirements will again apply to the forestland. The State Board of Forestry is granted the authority to create rules to implement these provisions, providing flexibility for small forestland owners while maintaining the overall goal of sustainable forest management and reforestation.
