This bill establishes a comprehensive program to assess and track language development milestones for children who are deaf or hard of hearing from birth through age eight. The Superintendent of Public Instruction will create an annual language assessment program delivered through early intervention services, early special education, and school districts. The bill defines "English" broadly to include various communication methods like sign language, cued speech, and visual supplements. An advisory committee of 12 members will be established, representing diverse perspectives including educators, parents, linguists, and professionals with expertise in deaf education. The committee will develop action plans for language assessments, including recommendations for assessment methods, evaluator qualifications, and communication strategies. The Department of Education will be required to publish an annual report on language and literacy developmental milestones for deaf and hard of hearing children, comparing their progress to hearing peers. The assessments will focus on receptive, expressive, social, and pragmatic language acquisition across American Sign Language and English. The advisory committee will develop final recommendations by July 1, 2027, and the first departmental report will be published by December 15, 2028. The bill takes effect 91 days after the 2025 legislative session adjourns.
