This bill establishes the Task Force on Staffing at Correctional Facilities, a 12-member group composed of law enforcement officers, senior officers, correctional facility supervisors, and state legislators. The task force is charged with examining and making recommendations on several key issues related to corrections staffing, including: rehiring retired corrections officers on a part-time basis, improving staff safety, reducing overtime, enhancing officer recruitment and retention, developing professional training programs, exploring reimbursement options for officer training, and creating career pathways for corrections officers to become peace officers. The task force will have the authority to consult experts, gather data, and hear testimony. Members of the Legislative Assembly will serve in an advisory, non-voting capacity, and other task force members will serve as volunteers. The task force is required to submit a report with potential legislative recommendations to a judicial interim committee by December 15, 2026. The task force will be automatically dissolved on January 2, 2027, and the bill will take effect 91 days after the 2025 legislative session adjourns. The Department of Corrections will provide administrative support, and all state agencies are directed to assist the task force in its work.
