This bill modifies Oregon Revised Statute 327.367 to expand the Department of Education's approach to supporting student graduation through an early warning system. The bill directs the Department of Education to use money from the Statewide Education Initiatives Account to assist school districts in helping students graduate by both awarding grants and providing technology for data analysis systems. The early warning system is designed to enable school districts, students, families, educators, counselors, and community organizations to take corrective actions based on research and individual student data, including attendance, behavior, academic progress, and other factors identified by the State Board of Education. The bill requires the department to provide technical assistance to school districts, such as helping them develop expertise in supporting student graduation, identifying predictive indicators of high school completion, creating communication systems, developing interventions, and reviewing policies that either encourage or potentially discourage high school graduation. The bill maintains the previous grant calculation method of multiplying each school district's Average Daily Membership (ADM) by $3 and allows the State Board of Education to adopt necessary rules for administering these grants.
