This bill establishes a new housing infrastructure financing program administered by the Oregon Infrastructure Finance Authority to provide financial assistance through grants, loans, or forgivable loans for housing development projects. The program targets cities, counties, districts, and tribal councils to support infrastructure improvements that enable housing development, such as transportation, water, wastewater, or stormwater infrastructure. To be eligible, housing developments must be located within urban growth boundaries and meet specific density requirements based on the population of the city, with priority given to projects in the Metro urban growth boundary or areas with higher density. Projects must include an affordable housing covenant ensuring that housing remains affordable to very low, low, or moderate-income households for at least 10 years (with preference for 30-year commitments). The bill creates a Housing Infrastructure Project Fund in the State Treasury, which can receive grants and donations, and requires that at least 25% of funds support cities or tribes with populations under 30,000 and another 25% support cities or tribes with populations between 30,000 and 100,000. The Housing Accountability and Production Office will assist in developing requirements and prioritizing funding, and the program will coordinate with the Housing and Community Services Department. The bill includes an emergency clause, taking effect on July 1, 2025, to address immediate housing infrastructure needs.
