The bill defines water projects broadly as initiatives involving drinking water infrastructure, waste treatment facilities, and related systems. Importantly, the bill does not override a professional engineer's judgment about appropriate materials for a specific project and will become operative on January 1, 2026, applying to water project procurements or contracts initiated on or after that date. The legislation aims to provide more flexibility in material selection for local water infrastructure projects while ensuring quality and professional standards are maintained.
