This bill establishes an Adoption Awareness Program through the Oregon Department of Human Services (DHS), to be administered by a selected nonprofit organization. The program aims to provide comprehensive resources and support for adoption, including creating marketing materials like brochures and a website, developing a telephone hotline with adoption information, and offering education resources for medical professionals. The program will provide information about the adoption process, rights of expectant and birth parents, and contact details for licensed adoption agencies. Eligible participants include state residents who are biological parents of an unborn child, parents of children under two, parents of children in department custody, or parents of minors with an unborn child. The program will offer reimbursements to prospective adoptive parents for adoption-related expenses and to birth parents for counseling services. The nonprofit administrator must submit monthly reports to DHS, and the department will provide biennial reports to legislative committees. The bill includes provisions protecting the program administrator's First Amendment rights and allowing them to refuse services based on personal or religious beliefs. Funding can be used for program services, marketing, administrative costs, and will be distributed quarterly with reconciliation of expenses.
