This bill amends Oregon state law to expand support services for refugees and individuals seeking refugee status. The bill modifies the definition of "eligible entity" to include not only agencies that have contracted with the U.S. Department of State for refugee resettlement, but also culturally responsive organizations designed to effectively serve diverse populations. It broadens the definition of "refugee" to include additional categories of immigrants, such as those pursuing immigration assistance and residing in the state for 24 months or less. The Department of Human Services is now required to award contracts (instead of grants) to eligible entities to provide a comprehensive range of support services to refugees for up to 24 months. These services include assistance with government programs, healthcare navigation, housing support, legal aid, transportation, language services, employment skills training, psychosocial support, and various other forms of integration help. The bill also mandates that the department provide immigration assistance and referrals to individuals seeking specific immigration statuses. This legislation aims to provide more comprehensive and culturally sensitive support for refugees and immigrants in Oregon, recognizing the complex challenges they face when establishing themselves in a new community.
