The bill also introduces an expanded targeted screening protocol for newborns, mandating that hospitals and birthing centers identify and test newborns who should receive CMV testing within 14 days of birth. Health benefit plans will be required to cover the cost of these tests, and the Oregon Health Authority must establish specific screening rules by January 1, 2026. Parents can opt out of CMV screening by providing written objection.
