This bill establishes the Task Force on Law Enforcement Interdiction Against Financial Scams on Older Oregonians, a comprehensive 21-member group representing diverse expertise in areas such as cybercrime, elder abuse, law enforcement, and technology. The task force's primary objectives include developing standardized terminology for legislation related to cybercrimes and elder abuse, recommending legislative strategies to combat fraudulent schemes targeting the elderly, and creating resources to prevent and address such schemes. These schemes include imposter scams, fake technical support calls, fraudulent charity appeals, lottery schemes, bank fraud, insurance fraud, and AI-enabled fraudulent activities. The task force will solicit input from various stakeholders, make policy recommendations, create public guidance and education materials, and develop resource guides for law enforcement. Members will be appointed by the Senate President, House Speaker, Chief Justice, and Governor, representing different governmental and professional perspectives. The task force is required to submit a report with legislative recommendations to interim legislative committees by September 15, 2026, and the entire initiative will be repealed on December 31, 2027. The bill declares an emergency, enabling immediate implementation to protect vulnerable elderly populations from financial fraud.
