This bill establishes a comprehensive process for the Oregon Health Authority (OHA) to review and potentially modify the scopes of practice for nine specific health care professions, including physicians, physician associates, podiatric physicians, naturopathic physicians, optometrists, psychologists, chiropractic physicians, direct entry midwives, and acupuncturists. The bill requires OHA to create a formal review process where any interested party can submit a scope of practice request or an impact statement detailing how proposed changes might affect healthcare providers and the public. When a request is received, OHA must convene a temporary review panel consisting of representatives from the profession seeking the scope change, representatives from potentially impacted professions, and the OHA director. The panel must review the request within six months, considering factors like patient safety and healthcare access, and submit a report with findings and recommendations. Importantly, the bill stipulates that no existing scope of practice can be reduced, and the OHA must report its findings to legislative health committees by September 15th. The new process will become operative on July 1, 2026, giving the OHA time to develop implementation rules and procedures. The bill takes effect 91 days after the legislative session adjourns.
