AI Summary
This bill creates a Task Force on Ethical Procurement to investigate and prevent the use of forced labor in the production of electric products purchased by public bodies in Oregon. The task force will consist of 11 members, including legislative representatives and state agency directors appointed by the Senate President, House Speaker, and Governor. The task force's primary objectives are to verify the identities of manufacturers, distributors, and suppliers of electric products like electric vehicles and solar photovoltaic energy systems, and to ensure these products are not produced using forced labor or oppressive child labor. The bill provides detailed definitions of terms such as "forced labor" (which includes work done involuntarily under compulsion, threat, or extreme economic hardship) and "oppressive child labor" (work involving children 14 years old or younger in hazardous conditions). The task force will review existing solutions, identify challenges, evaluate evidence, and develop criteria for testing new approaches to prevent labor abuses in product supply chains. The task force is required to submit a report with potential legislative recommendations by December 15, 2026, and will be dissolved on December 31, 2026. The bill declares an emergency, meaning it will take effect immediately upon passage, underscoring the urgency of addressing forced labor in product procurement.
