This bill clarifies and updates the provisions for educational programs in hospitals for students aged 21 and under. The bill defines what qualifies as a "hospital" for the purposes of this legislation, including state-operated hospitals, Oregon Health and Science University (OHSU) hospitals and clinics, and certain private hospitals that provide specialized treatment or frequently admit children for extended periods. The Superintendent of Public Instruction will be responsible for paying for and overseeing educational programs in these hospitals, typically by contracting with the school district where the hospital is located. The hospital will remain responsible for transportation, care, treatment, and medical expenses. The school district where the hospital is located must provide education directly or through an adjacent school district or education service district. A key new provision is that students in hospital educational programs will continue to be enrolled in their original school district to maintain access to classroom curricula and associated technology. The superintendent retains the final authority on determining which hospitals are eligible for state funding under this section.
