This bill requires directors and senior executives of businesses that receive $10 million or more in public funds over a five-year period to file a statement of economic interest (SEI) with the Oregon Government Ethics Commission. Specifically, the bill defines a new term "public partner" as any business or tax-exempt nonprofit corporation that has received $10 million or more in public moneys over five years, which includes payments for work performed for public bodies, grants, below-market loans, and other public expenditures. These directors and senior executives will now be required to file an annual SEI by April 15, similar to other public officials, which includes disclosing information such as business positions, income sources, real property ownership, and any compensated lobbyists associated with their businesses. The amendments to Oregon Revised Statutes (ORS) 244.020, 244.050, 244.060, and 244.090 will first apply to statements of economic interest required to be filed on or after the effective date of the 2025 Act. The goal of this bill appears to be increasing transparency and preventing potential conflicts of interest for businesses receiving significant public funding.
