The study will investigate potential irregularities, including issues within the Department of Transportation, ballot issuance problems (such as multiple ballots for the same person or ballots sent to deceased individuals or out-of-state voters), and the risk of issuing ballots to ineligible voters. The DAS will review the number of registered voters in each county, compare it to population estimates, and assess the effectiveness of voter registration verification systems like the Electronic Registration Information Center and Help America Vote Verification systems. The department may consult with national election organizations to establish study standards and identify best practices. All state agencies, including the Secretary of State, Department of Transportation, and Oregon Health Authority, are required to assist in the study and provide necessary information. The DAS must submit a report to legislative election committees by September 15, 2026, which may include legislative recommendations. The bill's provisions will automatically expire on January 2, 2027.
