This bill establishes a new Fuel Spills Mitigation program administered by the Oregon Department of Environmental Quality (DEQ) to provide grants for preventing fuel spills at high-risk facilities. The program targets eligible applicants including airports, ports, transportation facilities, and other priority sites with significant fuel spill risks. "Hardening" activities, which can include repairing, replacing, or upgrading structural components of fuel facilities to prevent spills, will be funded through these grants.
