This bill requires Oregon school districts to develop, review, and revise individualized suicide prevention protection plans for students demonstrating suicidal behavior. The plan must include specific details such as identifying stress triggers, coping skills, trusted contacts, potential accommodations, and reasons to live. A multidisciplinary team including a suicide prevention specialist, school counselor, mental health provider, and the student's parent or guardian must be involved in creating these plans. The bill mandates an annual meeting between the student's parent and school staff to review the student's educational progress and assess the need for or update an existing support plan. Additionally, the State Board of Education must establish standardized rules and forms for these prevention plans, and Oregon Health and Science University is tasked with convening a work group to examine ways to improve these plans and manage disruptive classroom environments during mental health crises. The work group is required to submit a report with findings and recommendations to legislative committees by September 15, 2026, after which the work group provision will be repealed on January 2, 2027. The overall goal is to provide comprehensive, personalized support for students at risk of suicide while maintaining their educational continuity and mental well-being.
