Bill Summary
Amends the Unified Code of Corrections. Provides that a person convicted of a felony, after the completion of his or her sentence, including the completion of his or her parole or mandatory supervised release term, shall be eligible to be nominated for, and elected to, an elective public office. Provides that the provision does not apply to a person convicted of a felony, bribery, perjury, or other infamous crime for an offense committed while he or she was serving as a public official in the State. Defines "elective public office". Amends the Election Code and the Illinois Municipal Code to make conforming changes.
AI Summary
This bill amends Illinois law to restore voting and public office eligibility for individuals with felony convictions after they have completed their full sentence, including parole or mandatory supervised release. Specifically, the bill provides that a person convicted of a felony can be nominated for and elected to an elective public office once they have fully served their sentence. However, this provision does not apply to individuals convicted of a felony, bribery, perjury, or other infamous crime while serving as a public official in the state. The bill defines "elective public office" as any office created by the state constitution, state law, or county or municipal ordinance that is elected. It makes conforming changes to the Election Code, Illinois Municipal Code, and Unified Code of Corrections to reflect this new policy of allowing formerly incarcerated individuals to participate in the democratic process by running for elected positions after completing their sentences. The intent appears to be promoting rehabilitation and reintegration of individuals with past criminal convictions by removing barriers to civic participation.
