This bill creates a pedestrian safety rating system for motor vehicles that will be implemented and published by the New York State Department of Motor Vehicles (DMV). Under this system, every motor vehicle model registered in the state will receive a rating between one and five stars based on three key criteria: (1) the frequency and severity of collisions involving pedestrians and bicyclists for that specific vehicle model, compared to the total number of that model registered in the state; (2) safety features relevant to pedestrian and bicyclist protection, such as automatic collision warning systems, pedestrian detection technology, automatic braking, and visibility; and (3) any additional factors the commissioner deems relevant to pedestrian and bicyclist safety. The bill requires motor vehicle manufacturers, dealers, brokers, distributors, and other registered entities to prominently display these safety ratings at their places of business, ensuring consumers can easily see the pedestrian safety rating for each vehicle advertised for sale. The rating system must be finalized by the DMV commissioner within six months of the act's effective date, and the ratings will be made publicly available on the department's website, ultimately aiming to improve vehicle safety and raise awareness about pedestrian risk.
