This bill introduces new regulations for recurring political contributions to ensure more transparent and consensual donation practices. The legislation requires that any candidate, political campaign, committee, or nonprofit/for-profit entity soliciting recurring contributions must obtain explicit, affirmative consent from the contributor during the initial contribution, prohibiting pre-checked boxes or passive consent methods. Entities must provide clear receipts within 24 hours of each contribution that disclose all material terms, and must include information on how to cancel recurring contributions in all communications. Contributors must be able to cancel recurring contributions at any time upon request. If an entity violates these provisions, they will be required to refund the entire amount of contributions (except the initial installment) and pay a civil fine equal to five times the refunded amount or $1,000, whichever is greater. The goal of this bill is to protect donors from unintended or difficult-to-stop automatic contributions and provide more transparency in the donation process for political and charitable entities.
