Bill Summary

In provisions concerning automated external defibrillators, provides that the facility shall provide maintenance and oversight of the automated external defibrillator in accordance with the Automated External Defibrillator Act and develop policies and procedures consistent with current medical practice regarding the use of automated external defibrillators. Provides that a nursing facility must comply with specified provisions of the Act by January 1, 2030. Removes provisions requiring the facility to contract with or employ a physician to be the automated external defibrillation medical director for the facility. Removes provisions amending the Assisted Living and Shared Housing Act, the MC/DD Act, ID/DD Community Care Act, the Illinois Public Aid Code.

AI Summary

This bill amends the Nursing Home Care Act to require nursing facilities to have an automated external defibrillator (AED) and establish specific policies and procedures for its use. An AED is a portable electronic device used to help people experiencing sudden cardiac arrest by delivering an electric shock to help the heart re-establish an effective rhythm. The bill mandates that all personnel certified to use the AED must complete a cardiopulmonary resuscitation (CPR) and AED course meeting standards set by the American Heart Association or American Red Cross, and maintain current certification. Facilities must provide proper maintenance and oversight of the AED in line with the Automated External Defibrillator Act, developing policies consistent with current medical practices. Importantly, nursing facilities are given until January 1, 2030, to fully comply with these new requirements. The bill also removes previous provisions that required facilities to contract with or employ a physician specifically as an AED medical director, potentially simplifying administrative requirements for nursing homes.
