This bill establishes the rape kit backlog fund to help law enforcement agencies and testing laboratories address the backlog of untested rape kits in Indiana. The fund can be used to purchase equipment, process rape kits, hire staff, provide competitive wages, and cover costs associated with streamlining rape kit processing. The state police department will administer the fund, which will consist of deposited money, grants, and donations. The treasurer of state will invest the fund's money, with accrued interest remaining in the fund. Each year before November 1, the state police department must report to the general assembly about the status of untested rape kits and how funds were used to eliminate the backlog. Critically, the bill requires that by January 1, 2027, all law enforcement agencies and testing labs must process any rape kits in their possession that are not completely processed as of July 1, 2025, and are associated with a filed police report. The state police department is mandated to notify law enforcement agencies of this requirement by September 1, 2025.
