This bill requires the Indiana Inspector General to conduct annual efficiency reviews and reporting of state commissions, boards, and committees, starting in 2026. Beginning July 1, 2026, the Inspector General must compile a comprehensive list of all executive and administrative commissions, indicating whether each functions in an advisory or policy-making capacity. Starting July 1, 2027, the Inspector General must conduct efficiency reviews on at least 25% of active commissions each year, ensuring that every commission is evaluated at least once every four years. The efficiency reviews will assess each commission's value by examining criteria such as: economic benefits to citizens, necessity of the commission's function, adherence to its statutory purpose, potential financial obligations, appropriate use of appropriated funds, and whether the commission is federally required. The annual report to the legislative council must include not only review results but also recommendations for potential resource allocation improvements, such as streamlining operations, adjusting staffing levels, improving service delivery, leveraging technology, and establishing performance measurement techniques. This bill aims to enhance government efficiency and accountability by systematically reviewing and evaluating the state's numerous commissions and committees.
